Cycle Training Instructor Bursary

Cycling England provides bursaries of £300 towards the cost of training to be a cycling instructor. If you would like to claim one of these bursaries, follow these steps:

Find out about the course you want to attend by contacting a suitable Training Provider – you can find a list here (external link). (In many cases the Training Provider will then help you through the rest of the bursary application process.)

Cycling England also provides bursaries of £150 towards the cost of training to be an assistant instructor. To apply for this please download the Assistant Instructor Bursary Application Form.

When you attend your course, the Training Provider will require you to pay in advance. Once you have passed, they will help you register as an accredited instructor on the national database, and your bursary will then be paid.

7. Who needs to receive the bursary payment?.

Terms and Conditions of the grant

Cycle training bursaries are only available to train instructors to deliver National Standard Training to levels 2 or 3 in line with the goals of both DfT and Cycling England. Bursaries are not available for any other form of cycle training. The bursary is only available to people residing or training in England.

Applicants should also meet the person specification of a cycle trainer - see below.

1. The organisation or individual applying for bursary must :-

  • (a) Be legally constituted (if applicable)
  • (b) Have a clear management structure (if applicable)
  • (c) Have clear financial accounting and controls that are effectively operated
  • (d) Comply fully with the requirements of the Disability Act 1995, Sex Discrimination Acts 1975 and 1986 and the Race Relations Act 1976
  • (e) Never have been convicted of any financial mismanagement or misconduct or have any proceedings still outstanding against them
  • (f) Never have been refused a CRB registration

N.B From October 2009 all cycle trainers are required to register with the Independent Safe Guarding Authority to be able to deliver cycle training to children or vulnerable adults. Further information is available from the www.isa-gov.org.uk

2. Any information supplied by applicants for this bursary may be held and used for administrative purposes, analysis of other bursary applications on behalf of DfT/Cycling England or the Cycle Training Standards Board. The information may also be made available to others monitoring the progress of work funded by DfT/Cycling England. The storage and use of this information will be in accordance with the Data Protection Act 1998.

3. Any bursary awarded may be withdrawn and have to be refunded if there is evidence that the funding has been misused or the details of the application were false.

4. Multiple applications from local authorities or Independent Training providers can be accepted without a full list of names. However full details of trainees will be required before any bursary payment is made.

5. Any application can be made without a confirmed training place.

6. All applications will be acknowledged ASAP and decisions over the award of bursaries will, wherever possible be made within 3 months of receipt of application. Decisions will be delayed where application forms and supporting materials are incomplete or where follow up questions are not responded to.

7. After their initial training course bursary recipients must arrange a monitoring session with their chosen Training Provider. Bursary recipients must be prepared to comply with any monitoring requirements imposed. Failure to do so may lead to the recovery of the bursary in full.

8. Details of all bursary awards will be published on the Cycling England, Bikeability and CTSB websites.

Method of payment

9. Bursaries will be paid as follows:

Local authority bids on behalf of LA staff:

- direct to the local authority usually after completion of training but local authorities can apply for advanced payments;

Independent Training Providers on behalf of staff or self employed trainers:

- direct to the Independent Training Provider after completion of training but ITPs can apply for advanced payments;

Self Employed Trainers

- direct to applicant's nominated Independent Training Provider after completion of the course. In all cases a letter awarding the grant will be issued which can be used to book a training place and which will guarantee the payment of the grant.

Person Specification of a Cycle trainer

Cycle trainers must:

  • Be able to cycle competently and confidently and have spent recent, preferably regular experience of a variety of modern traffic conditions;
  • Understand principles of safe cycling and be familiar with current theory of safe cycling or express a willingness to learn;
  • Be friendly, tolerant, outgoing, and be able to empathise with the problems that clients may experience;
  • Possess good organisational skills;
  • Be good listeners and have good communication skills;
  • Be able to stay calm in all situations;
  • Be punctual, reliable and trustworthy.

It is also desirable that cycle trainers are:

  • Experienced in teaching training or instructing role with adults or teenagers;
  • Experienced in cycle training as assistants or volunteers;
  • Qualified in first aid or emergency aid;
  • Regular cyclists
