The Rising Star Award recognises individuals who are new to Bikeability and already making a meaningful impact — bringing energy, innovation and a clear passion for cycle training.
Stefan Povolotsky is a standout example.
Growing up in a busy North London suburb, Stefan discovered cycling early – a source of freedom, independence and focus. As a teenager, he became involved in track and road racing, which helped him manage undiagnosed ADHD and sparked a lifelong connection to cycling.
That passion has since translated into his work with Bikeability.
After qualifying as a Bikeability Level 2 Instructor in 2024, Stefan quickly established himself as a committed and highly motivated instructor. Known for going the extra mile – often literally – he regularly travels significant distances to ensure courses are delivered and no sessions are missed.

Stefan’s approach to teaching puts each rider’s individual journey at the centre. From Learn to Ride sessions through to Level 3, he is dedicated to delivering high-quality training that builds confidence, skills and independence in every participant.
Alongside instructing, Stefan draws on his background as a cycle mechanic to support wider delivery. He manages and maintains cycle fleets, coordinates logistics for schools, and even provides his own bikes where needed – ensuring that no child misses out due to lack of equipment.
His commitment extends beyond delivery. Stefan actively promotes Bikeability within schools, taking the time to engage staff, explain the value of cycle training, and advocate for its long-term impact.

Through his energy, dedication and willingness to go above and beyond, Stefan has quickly become a valued member of the Bikeability community.
He has found his vocation in empowering young riders – and is already making a lasting difference.
